個人資料私隱專員公署促請當局修訂法例，將「人對人」促銷電話，納入拒收訊息登記冊涵蓋範圍。私隱專員蔣任宏表示，若果修訂條例，亦會訂立適應期，令業界不會有太大震盪。

蔣任宏指出，明白修例有一定困難，當局可考慮修例時給予寬限期，加上不會所有消費者都登記拒收訊息，直銷業界可更集中向餘下的消費者推銷，提高成本效益。他又說，可考慮讓市民選擇只拒收某一行業的促銷電話，例如貸款等。

另外，蔣任宏提醒市民，如果收到直銷電話，對方有相關個人資料，受個人資料私隱條例監管，直銷公司推銷時要得到顧客同意，顧客亦有權拒收，如果再收到有關電話，對方就屬於違法。

個人資料私隱專員公署調查發現，超過九成受訪者曾接收人對人直接促銷電話，次數大幅增加，而且近乎所有人都感到滋擾。
